The independent foundation described here is a future goal, not a current entity. This page is a roadmap, and the phases below have not yet been completed.
OSDF is designed to become a genuinely open standard - not a single company's format. This roadmap describes the transition to neutral governance.
Phases

What the foundation holds
- The specification and its trademark
- The conformance suite and certification program
- The public trust registry policy and accreditation rules
- The coordinated disclosure process
Commitments
- Open access - the spec, schemas, and vectors remain freely available.
- Royalty-free - implementations require no per-document licensing.
- No vendor lock - the format must have multiple independent implementations.
- Crypto-agility - algorithm transitions are governed in the open.
